ADVERTISING IN THE SCHOOLS

 

 

The Monroe City School Board shall not permit commercial advertising in any buildings of the school district or on school grounds or properties unless specifically approved by the School Board.

 

Neither the facilities, the staff, nor the children of the schools shall be employed in any manner for advertising or otherwise promoting the interests of any commercial, political, or other non-school agency, individual or organization, except that:

 

  1. the schools may cooperate in furthering the work of any administration approved non-profit community-wide social service agency; provided that such cooperation does not restrict or impair the educational program of the schools.
     

  2. the schools may use films or other educational materials bearing only simple mention of the producing firm and providing such materials can be justified on the basis of their actual educational values.
     

  3. the Superintendent may, at his/her discretion, announce or authorize to be announced, any lecture, community activity, or film of particular educational merit.
     

  4. the schools may, upon approval of the School Board, cooperate with any agency in promoting activities in the general public interest, and which promote the education or other best interests of the student.

 

Nothing herein shall be construed to prevent advertising in student publications which are published by student organizations and/or advertising in programs or publications sponsored by PTA, booster clubs or other parent groups, or on athletic fields of the schools.  The School Board authorizes limited commercial advertising when done subject to procedures developed by the Superintendent.  The Superintendent, or such person that she or he may designate, when assessing limited commercial advertising requests for approval, shall prohibit commercial advertising that extolls, displays or identifies, directly or indirectly:

 

  1. Substances defined as illegal controlled dangerous substances or counterfeit illegal controlled dangerous substances under state and federal drug laws
     

  2. Narcotics
     

  3. Tobacco products
     

  4. Beverages of high or low alcoholic content
     

  5. Contraceptives/birth control
     

  6. Any goods or services that are deemed contraband under state or federal law
     

  7. Any goods or services that persons under the age of 18 years are prohibited from publicly possessing, selling, purchasing, using of manufacturing
     

  8. Obscene materials, as defined under the state obscenity law
     

  9. Sexual content
     

  10. Endorsement of political candidates or political issues
     

  11. Gaming
     

  12. Promotion of specific religious beliefs or religious institutions
     

  13. Promotion of labor issues
     

  14. Negative deceptions of education/public education
     

  15. Criminal Activity
     

  16. Defamation
     

  17. Any message that disrupts the learning environment or negatively effects the learning experience

 

Solicitation of advertising or use of the school district to promote the merit of or sale of any product by brand name or trademark shall not be permitted by the School Board, except that the School Board may by approved contracts permit school drink vendors to install machines and vending and such product signs as the School Board may deem appropriate at individual school locations.
