BOARD COMMITTEES
The President of the Monroe City School Board shall be authorized to appoint membership and assign chairmanship to standing committees which may be created by the Board. The President shall be an ex-officio member of each committee. The Superintendent shall serve as the educational advisor to all committees. The meeting days of these committees shall be set by the Board or as may be called by its chairman.
The function of all committees shall be that of developing policy recommendations for the full Board, through study, planning, and reporting policy recommendations on matters referred. At no time may the authority of a committee supplant or be substituted for matters that are legally within the authority of the Board or of the Superintendent.
STANDING COMMITTEES
Standing committees of the Board shall be scheduled to meet periodically, provided that the President, Superintendent, or committee chairpersons have the authority to call special meetings should the need arise. Such call shall be made in writing at least twenty-four (24) hours in advance of the meeting. Whenever possible, announcements of committee meetings will be made at meetings of the Board, and the time and place of meetings incorporated into the minutes for purposes of public announcements.

Public Relations/Policy
Curriculum Committee
The Curriculum Committee shall receive for review those matters referred to it that regard district-wide curriculum development and implementation, and such other issues that are within the purview of the Board according to state law. The committee shall also receive for review those matters that require policy development by School Boards by operation of law and Louisiana Department of Education regulations. All policies formulated by the committee shall be reported for consideration or adoption by the Board. In addition, the committee shall endeavor to ensure that policies adopted by the Board relative to curriculum and instruction remain up to date and in accord with all state laws and regulations.
Personnel Committee
The Personnel Committee shall review those matters referred to it that regard the district-wide employment of staff, reduction of staff, qualifications for employment, and other personnel issues that are within the purview of the Board. The committee shall also receive for review those matters that require policy development by School Boards by operation of law and Louisiana Department of Education regulations. All policies formulated by the committee shall be reported for consideration or adoption by the Board. In addition, the committee shall endeavor to ensure that policies adopted by the Board relative to the hiring, placement and qualifications or personnel remain up to date and in accord with all state laws and regulations.
Finance Committee
The Finance Committee shall study those matters referred to it and formulate policy recommendations to the Board regarding the annual budgets of the School Board, changes and variances in the budget, and matters regarding revenue sources. Its policy formulation shall include the study of current conditions and long-term issues that impact revenue sources and future expenditures. When state law or regulations require the adoption of policy by School Boards on matters regarding revenues or the expenditure of School Board funds, the committee shall study those matters referred and formulate policy for consideration and adoption by the Board. In addition, the committee shall endeavor to ensure that policies adopted by the Board relative to budgets, revenues and expenditures remain up to date and in accord with all state laws and regulations.
Transportation Committee
The Transportation Committee shall receive for review those matters referred to it that regard the transportation of students, the operation of buses and other motor vehicles owned or controlled by the School Board, and such other issues that are within the purview of the Board. The committee shall also receive for review those matters that require policy development by School Boards by operation of law and Louisiana Department of Education regulations. All policies formulated by the committee shall be reported for consideration or adoption by the Board. In addition, the committee shall endeavor to ensure that policies adopted by the Board relative to transportation remain up to date and in accord with all state laws and regulations.
Facilities Committee
The Facilities Committee shall receive for review those matters referred to it that regard the construction, repair of buildings or structures within the school district, to include the planning for future or proposed construction, renovation or demolition of facilities, and such other issues that are within the purview of the Board. The committee shall also receive for review those matters that require policy development by local School Boards by operation of law and Louisiana Department of Education regulations. All policies formulated by the committee shall be reported for consideration or adoption by the Board. In addition, the committee shall endeavor to ensure that policies adopted by the Board relative to facilities remain up to date and in accord with all state laws and regulations.
Insurance Committee
The Insurance Committee shall receive for review those matters referred to it that regard insurance coverage, risk management, and such other issues that are within the purview of the Board. The committee shall also receive for review those matters that require policy development by School Boards by operation of law and Louisiana Department of Education regulations. All policies formulated by the committee shall be reported for consideration or adoption by the Board. In addition, the committee shall endeavor to ensure that policies adopted by the Board relative to insurance and risk management remain up to date and in accord with all state laws and regulations.
Public Relations/Policy Committee
The Public Relations/Policy Committee shall receive for review those matters referred to it that regard media relations, community relations, public information act, and such other issues that are within the purview of the Board. The committee shall also receive for review those matters that require policy development by School Boards by operation of law and Louisiana Department of Education regulations. All policies formulated by the committee shall be reported for consideration or adoption by the Board. In addition, the committee shall endeavor to ensure that policies adopted by the Board relative to public relations remain up to date and in accord with all state laws and regulations.
SPECIAL COMMITTEES
Other special committees may from time to time be appointed by the Board to study specific issues. The membership of any special committees need not be restricted to members of the Board, but may include such persons who may have knowledge or interest in the subject studied.
COMMITTEE MEETINGS
The agenda, time and date of committee meetings shall be tentatively set by the committee chairperson, pending discussion with and approval by both the Superintendent and Board President of any proposed agenda items and meeting date. Once approved, the committee chairperson shall be notified prior to notification of other members.
All committee meetings shall be advertised according to state statutes and shall be open to the public, except in those instances allowed as provided by state law. A majority of the committee membership shall constitute a quorum for purposes of making recommendations or taking any action that has been previously authorized. Ex-officio members of a committee shall not count towards a quorum and shall not vote on issues.
Minutes shall be taken of the proceedings of all committee meetings. All items brought before committees shall be presented to the School Board with a recommendation from the committee.
