17:2193      Mandamus to compel performance of obligation

  The holder or holders of any bond, note, certificate, or other evidence of indebtedness issued under this SubPart shall have the right to writs of mandamus against the board of supervisors, or any agent, officer or employee thereof, or against any other person, official or employee charged with any duty in connection with this SubPart, to enforce compliance with any provision of this SubPart, or of any contract, covenant or obligation entered into by virtue of this SubPart, in any court of competent jurisdiction. But this section shall not be construed as authorizing any suit against the state of Louisiana.
